For thirty years, a single pair of copper wires quietly kept apartment communities safe and running. That copper carried the dial tone behind the gate entry phone, the elevator emergency line, and — most critically — the signal from the fire alarm panel to the central monitoring station. Nobody thought about it, because it never needed thinking about.
That's changing fast. AT&T, Lumen, and regional carriers across the country are actively retiring copper infrastructure, and property owners who haven't already replaced their POTS-dependent systems are running out of runway. This isn't a future problem. It's a this-year problem, and for multifamily properties, it touches two systems residents and fire marshals both care about a great deal: access control and fire alarm monitoring.
What's actually going away
POTS — plain old telephone service — is the analog copper line that has connected buildings to the public phone network for generations. Carriers are shutting it down because copper is expensive to maintain, regulatory hurdles that once protected it have loosened, and nearly every provider would rather sell you fiber, cellular, or VoIP instead.
The retirement isn't one nationwide flip of a switch. It's carrier by carrier, wire center by wire center. AT&T has already targeted hundreds of wire centers for copper decommissioning, Lumen has stopped taking new POTS orders in many markets, and smaller regional carriers are "grandfathering" existing lines while refusing to install new ones. The practical effect for a property owner is the same regardless of carrier: the line your fire panel or entry system dials out on is going to stop working, on a timeline you don't control. Why multifamily properties are especially exposed
Commercial offices tend to have modern network closets and IT staff who've already migrated phone service to VoIP. Multifamily properties are a different story. A garden-style apartment community or a mid-rise condo building often has analog lines running to systems installed a decade or two ago that were never touched again because they simply worked:
- Gate and door entry systems that dial a resident's cell phone over POTS to grant access, or that report tamper and forced-entry alarms back to a monitoring center
- Fire alarm control panels that use a digital alarm communicator transmitter (DACT) to send fire, supervisory, and trouble signals to central station over two phone lines, exactly as required by NFPA 72
- Elevator emergency phones, which code requires to reach a monitored line 24/7
- Call boxes and courtesy phones in parking structures and common areas
When the copper goes dark, none of these systems fail quietly. A fire panel that loses its phone lines goes into trouble condition — and an unmonitored fire alarm system is both a life-safety gap and, in most jurisdictions, an immediate compliance violation that can trigger a failed inspection or a red tag from the fire marshal. An access control system that loses its line stops opening gates, stops reporting break-ins, and starts generating angry calls to the property manager.

The reason this is a bigger project than "swap the phone line" is that the replacement technology behaves differently from copper. Analog lines drew their own power and worked straight through outages with almost no configuration. Their replacements — cellular communicators, IP-based alarm transmitters, and network-connected access panels — need power, a data connection, and correct configuration before they'll pass a test, let alone an inspection.

What property owners should do now
- Inventory every line. Walk the property (or have us walk it) and identify every system still dialing out over copper — panels, gates, elevators, call boxes.
- Check your carrier notices. If AT&T, Lumen, or your regional provider has sent a copper retirement notice for your wire center, that's your deadline, not a suggestion.
- Plan the takeover as one project. Coordinating access control and fire alarm replacement together means one mobilization, one round of testing, and one relationship with your monitoring center instead of two.
- Get ahead of the inspection. A failed fire alarm test because of a dead phone line is avoidable, and it's far cheaper to fix before an inspector finds it than after.
The copper isn't coming back, and the properties that wait until the line actually goes dead are the ones scrambling to keep a fire panel in service or explain to residents why the gate stopped working. The ones that plan the convergence now are the ones that turn a forced deadline into an upgrade — better monitoring, better access control, and a system built on infrastructure that isn't disappearing out from under them.
